You can able to change the taskbar color in Windows 10 by using settings. But note that you need to use dark mode for the Windows operating system to set a custom color to the taskbar.
To set custom colors,
1. Open Windows 10 settings by pressing window+I or using the start menu
2. Click on personalization
3. Click color
4. Select custom then select default Windows mode dark
5. Scroll down to click custom color
6. Select a predefined color or choose a picker to select your own color

Note: along with the taskbar your start and action center colors also get changed to the same color as the taskbar. There is no option to change only taskbar color alone.
